Cattle Slaughter Audit Form (Updated October 2001)

Numerical scoring of handling and stunning in slaughter plants. Score 100 cattle in plants with line speeds over 100 cattle per hour. Fifty cattle in slower plants.

CCP 1. Percentage of cattle stunned correctly on the first shot. Must be 95% or better for a minimum acceptable score. Missed cattle must be restunned immediately. 99% to 100% is excellent.

CCP 2. Percentage of cattle that are insensible on the bleed rail. Must be 499/500 or better. The limbs may kick but the head must be limp and floppy. There is a zero tolerance for starting any slaughter procedure on an animal showing any sign of sensibility. On a 50 to 100 head audit must have 100% insensibility to pass the audit.

CCP 3. Percentage of cattle prodded with an electric prod. In some plants depending on the layout, three CCP's can be observed simultaneously in the stunning chute area. Must be 25% or less for a minimum passing score. An excellent percentage is 5%.

X = moved quietly without an electric prod ________ Percent electric prodding

A = used an abusive method such as hitting hard with a stick
B = electric prodded because the animal backed up and balked.
This indicates a facility problem.

CCP 4. Percentage of cattle that slip and fall during handling in the crowd pen, single file chute, or stunning box. A fall is recorded if the body touches the floor. This CCP should also be recorded in the truck unloading ramp. Must be 99% or better no falls and 97% or better no slipping. Slight slipping often occurs in stunning boxes and it makes the animal agitated and difficult to stun. Slight slipping must be noted.

CCP 5. Percentage of cattle that vocalize during handling or stunning in the crowd pen, single file chute, and the stunning box or restrainer. Score in these areas only. Score an animal as a vocalizer if it makes any audible vocalization. Must be 3% or less of the cattle moo or bellow. Each animal is scored on a yes/no basis vocalizer or nonvocalizer.

Walk Through Audit of Items that are not Numerically Scored

1. Downers - Handling of non-ambulatory animals. There is a zero tolerance for dragging sensible animals. To pass the audit, the plant must either stun non-ambulatory cattle on the truck or have a way to move them comfortably without dragging. Stunned cattle may be dragged consistent with the Humane Slaughter Act Regulations. Describe:








2. Drinking water - Is clean drinking water available in holding pens. Required by Human Slaughter Act Regulations.
3. Non-slip flooring is required on unloading ramps, pens, alleys, chutes, and stunning areas.

4. Pen condition - Fencing must be in good repair and free of sharp edgest that could cause bruises or injuries. Floors must drain and be free of large puddles. Describe:








5. Pen stocking - Are holding pens overcrowded? If cattle are held overnight there must be enough room for cattle to lie down.
6. Truck unloading - If possible, observe truck unloading. To pass, 75% of the animals should move at a walk or a trot and none fall down.
7. Hanlding - Cattle in the yards are moved at a walk or trot and none fall down.
8. Cattle condition - Note any animals that are in poor body condition (emaciated), advanced cancer eyes, or are obviously lame. Estimate percentage of animals with serious problems.

9. Acts of abuse - Was an obvious act of animal abuse observed such as poking an object into sensitive parts of the animal such as the eyes or anus? If yes, the plant fails the audit. 11. Employee training - Does the plant have an employee training program for animal handling and stunning? Describe:








12. Ritual Slaughter - The animal should be held in a comfortable upright position during ritual slaughter. Plants that shackle and hoist fully conscious animals or use devices that clamp the legs and feet of fully conscious animals will fail the audit. Describe the handling system:








13. Mud Score - Feedlot cattle.

Final Scoring

To pass the audit the plant must have acceptable scores on the five numerically scored items. On the walk through items, they must comply with the guidelines of non-ambulatory animals, no obvious acts of cruelty and follow the guidelines on restraint and handling for ritual slaughter. Plants which fail on other walk through items would get a conditional pass and they would need to take corrective action.

The above 4 items must receive a passing score to pass the audit at the minimum acceptable level. To receive an excellent rating, the numerically scored items must be at the excellent level and all walk through items must receive a passing score.
